The reason for this is that a player who normally plays with 1,2,3 or 4 credits is far more likely to up their bet to 5 credits than to 10 credits and because all money wagered on a progressive slot contributes towards the jackpot, there is, inevitably, a higher number of players contributing to the 10 credit jackpot that don’t actually qualify to win it.

Break Even Point
It is theoretically possible to work out a break even point in certain progressive games, after which there is, technically, a player advantage according to the size of the jackpot and the odds of hitting a particular hand.
